Chinese/Japanese/Korean Generation Panels jointly submitted correspondence to ICANN on handling of visual similarity between characters

Chinese Generation Panel (CGP), Japanese Generation Panel (JGP), and Korean Generation Panel (KGP) cooperatively develop Root Zone Label Generation Rules (Root LGRs), which handle TLDs containing Kanji (also called Han in Chinese and Hanja in Korean) characters.
On 25 January, 2019, they jointly submitted a correspondence to ICANN on handling of visual similarity between characters, which may cause confusion in telling the difference between TLD labels.
In the correspondence, they opined that visual similarity between characters should be handled not by Root LGRs but by human panels or browsers, although ICANN and Integration Panel (IP) insist that Generation Panels to handle visual similarities in Root LGRs. The background of their opinion is firstly based on the fact that visual similarity cannot be defined in static rules. And it is secondly based on the fact that similarity between TLDs are originally designed to be resolved by human panels in TLD evaluation process.
